You can provide Hypothesis annotation ability on top of PDFs you host online using our PDF.js + Hypothesis project to add a viewer to your site or platform. This project provides a standard PDF.js viewer (developed by Mozilla) that makes it possible for readers to view PDFs online in web browsers and adds the necessary embedding code to display the standard Hypothesis client sidebar on top of these PDFs.
